Simultaneous Importance-Performance Analysis based on SWOT in the Service Domain of Electronic-based Government Systems

Decision makers for decades have used SWOT analysis strategic planning. However, the problems that arise in are subjective, so decision-making becomes inefficient. Therefore, is often combined with other methods to make strategies more focused and measurable according priority interests. The basis this study Simultaneous Importance-Performance (SIPA) by observing each indicator's weights. In addition, proposes a new method focusing on competitor factors mapping improve services Electronic-Based Government Systems (SPBE). object of was two local governments Indonesia, namely Meranti Islands Regency Limapuluh Kota Regency. results showed SIPA-based has succeeded showing Strengths, Weaknesses, Opportunities, Challenges district government. Furthermore, based hypothesis testing, identification reflected valid organizational situation.
